While President and CEO of the nonprofit corporation, PSI (Population Services International), Richard A. Frank oversaw the distribution of health and family planning products and services to approximately 60 developing countries. The mainly preventive products and services included providing point of use, clean water solutions and oral rehydration salts, AIDS prevention and family planning products, insecticide-treated nets, preventive and protection procedures to reduce malaria mortality, media campaigns, and technical assistance and training in the fields of maternal and child care. In addition to his work with PSI, Richard has served as an Under Secretary of Commerce and Administrator with NOAA, the National Oceanic and Atmospheric Administration. Prior to that work, Richard served as the Director of the Center for Law and Justice and Social Policy, dealing with topics related to health care, women’s rights, consumer rights, and environmental law. Richard also served as Assistant Legal Advisor for Economic Affairs, having supervisory responsibilities related to trade, ocean and fishing issues, transportation, international business and banking, and water rights. Richard has also written several publications related to foreign policy, the environment, and maritime law. Before beginning his legal and government career, Richard served in the United States Army achieving the rank of First Lieutenant before being honorably discharged.
Richard passed away in 2014 at the age of 77.
